Does a Santa Monica Bathroom Remodel Need Coastal Commission Approval?

Usually no — but if it does, expect 6-14 weeks and $8k-$18k added. A standard interior Santa Monica bathroom remodel that stays inside the existing footprint and does not change the building envelope generally does not require California Coastal Commission approval, even inside the coastal zone. The honest answer: it depends on where your parcel sits

Santa Monica's coastal zone runs from the shoreline inland to roughly 4th Street, with some variance north-south. Parcels west of 4th Street are inside the coastal zone. Parcels east of 4th Street generally are not. That geographic split matters, because Coastal Commission jurisdiction only applies inside the coastal zone. If your home is in Sunset Park, Pico neighborhood, or anywhere east of Lincoln, you are almost certainly outside the coastal zone and Coastal Commission approval is not on the table at all.

What triggers Coastal Development Permit review — and what does not

Inside the coastal zone, the trigger for Coastal Development Permit (CDP) review is whether the work counts as development under the Coastal Act. Interior-only remodels (drywall, tile, fixtures, plumbing rough-in inside existing walls, cabinetry, lighting) generally do NOT count as coastal development and do not require a CDP. Work that DOES trigger CDP review includes: enlarging or adding windows, changing exterior wall openings, adding square footage, roof modifications visible from the coast, changes to grading or drainage, and demolition beyond a certain threshold. A standard bathroom remodel that stays inside the existing walls almost never trips these triggers.

Santa Monica-specific permit path (with or without Coastal)

All Santa Monica building permits go through the City of Santa Monica City Planning and Community Development (CPCD) — a separate city agency from LADBS. Expect 8-12 weeks for standard bathroom remodel plan check. If your parcel is inside the coastal zone AND your scope triggers CDP review, the city routes the application through their coastal review process, which adds 6-14 weeks. In some cases the Coastal Commission itself reviews the project directly (appealable coastal zone parcels), which can add another 4-8 weeks on top.

Rent-stabilized units add a separate constraint

Santa Monica has one of the strongest rent stabilization ordinances in California, covering most multi-family buildings built before April 1979. If your bathroom is inside a rent-stabilized unit, remodeling scope is limited to what the Rent Control Board allows without triggering a tenant protection or capital improvement pass-through. This is separate from Coastal Commission but often gets conflated. A rent-stab bathroom remodel in a beachside condo could involve BOTH constraints simultaneously.

Add a CDP requirement and add roughly $8k-$18k in additional design, coastal analysis, and permit costs plus 6-14 weeks in timeline. Santa Monica pricing generally runs 10-20% above baseline LA due to the separate-city permit friction and higher local labor rates.
