The permit comes from the County, because the community is unincorporated Orange County rather than a city, and the design work is about turning a builder's average into a household's specific.

The builder island was never the best answer

Production islands were sized for the drawing, not the cook: too narrow to work both sides, placed to create a walk-around rather than a workflow. Re-drawing the island — its length, its overhang, whether it holds the sink or the heat — is usually the single change that reorganises the whole room.

The same floor plan, a different household

Plan types repeat street to street here, which makes scoping efficient and makes generic results obvious. Two houses with identical footprints can want very different kitchens depending on whether the household cooks together, entertains, or feeds four people at speed on a school morning.

County plan check, community review for what shows

Because Ladera Ranch is unincorporated, OC Development Services issues the permit rather than a city hall, while the community's own design review under its governing documents concerns changes visible from outside. A kitchen that stays inside the walls generally travels the county path alone.

Almost everyone stays in the house through this work. That makes the temporary kitchen a real design item — where it goes, what it plugs into, how the dust barrier runs — and it makes the daily schedule part of what a family is buying.
