The first question on a Newport Beach kitchen is not style. It is whether the address sits inside the coastal zone, because roughly 47% of the city's land area does, and that single fact decides which review path the drawings travel. Interior-only work frequently avoids a coastal development permit; anything touching footprint, height or exterior appearance is far more likely to need one. We settle that before specifying a single door front, because it changes the schedule far more than any finish decision will.

Newport Beach issues its own building permits through the Community Development Department. Since 30 January 2017 it has also issued its own coastal development permits, under a Local Coastal Implementation Plan the Coastal Commission certified on 13 January 2017. Before that date, coastal work meant going to the Commission. Now most of it stays with the city, which is a considerably shorter road.
Peninsula kitchens are a logistics problem
On the peninsula and the bay islands, the constraint is rarely the design. It is getting a slab, a run of cabinetry and three trades onto a lot with no side yard and a street you cannot block. Delivery sequencing gets planned alongside the drawings on those addresses, because there is nowhere to stage and no way to improvise once demolition starts.
