Restore, reinstate, or start again
Three honest options, and they are not equally right. An intact period bathroom with sound tile may deserve careful restoration. One already stripped by a previous decade deserves a clean, era-sympathetic new design. Pretending the first is the second wastes something irreplaceable.
Plumbing that predates the code book
Behind original tile there is usually galvanised supply, cast-iron waste and framing that was notched by whoever came last. Opening a wall here is an investigation. Scoping it as one — with an allowance rather than a fiction — is what keeps the project honest.
Finding a second bathroom in the plan
Many of these houses are under-bathroomed for how families live now. The space usually exists: an oversized hall, a sleeping porch, a closet backing onto an existing wet wall. Locating it is a plan problem, and solving it adds more value than enlarging what is already there.

Plan check happens inside the city Department of Building and Safety rather than at a county office. Reviewers know the housing stock, which means questions are informed and specific — and answered fastest by drawings that anticipated them.
Working in a house the city was planned around
This is a city laid out with unusual deliberation, and its older houses were built to match — solid construction, considered proportions, and detailing that repays being taken seriously. A bathroom rebuild inside one of them benefits from the same attention. Keeping door and window proportions consistent with the rest of the house, matching casing and reveal depths rather than defaulting to modern minimums, and choosing fittings whose scale suits the room are small decisions that separate a bathroom which belongs to the house from one that was clearly installed later. None of them costs meaningfully more; all of them are decided on the drawings rather than on site.
