ADUs where every parcel is coastal
State law and the LCP both apply
The state framework sets much of what a city can require of an ADU. In Malibu that framework operates alongside a certified Local Coastal Program governing development across the whole city. Both are real, and the interaction is specific enough to the parcel that a general answer is not worth much.
Services before design
Water supply, wastewater and fire access decide whether a second unit is feasible long before its layout matters. On Malibu properties those are frequently the binding constraint, and the City directs applicants to outside county agencies on exactly these points.
An honest first answer
We have not built an accessory unit in Malibu, and we will not pretend otherwise. What we can do is check the constraints against your specific parcel before anyone spends money on drawings.
Fire access is not negotiable
Where a property is reached by a long or narrow drive, access for emergency vehicles can be the single condition that decides whether a second dwelling is possible. It is worth establishing before a designer is engaged, not after.
