An accessory dwelling unit in Newport Beach runs into a question that inland cities never face: a detached ADU is new construction, and new construction inside the coastal zone is exactly what a coastal development permit reviews. State ADU law is permissive and it has not been repealed at the coast — but the coastal review still exists, and pretending otherwise is how a project stalls.

Two rule sets, both real
State ADU law sets what a city must allow. The coastal zone sets an additional review for development within it. They operate together. Newport Beach issues both the building permit and, since 2017, the coastal development permit, so at least the counter is the same one.
Lot size is not the only test
Setbacks, existing coverage, access and where services already run matter as much as square footage. Plenty of generous-looking lots have one constraint that decides the whole design, and it is better to find it on paper.
