A garage is not built to the standard a habitable room is. Insulation, ceiling height, egress, ventilation, moisture control and a floor that was likely poured to drain toward the door all have to be addressed. That is the real scope, and it is mostly invisible when finished.

Converting a garage removes parking. Whether that has to be replaced, and where, is a city question that should be answered before design rather than after.
