The review path is the schedule
On a whole-house scope the coastal development permit is rarely the only review. The City's own guidance points applicants toward Los Angeles County Fire, Waterworks District 29 and County Health depending on the project. Each runs on its own clock, and they do not queue politely behind one another.
Beach lot and hillside lot are not one market
A beach-level property is constrained by access and staging; a hillside property by slope, geotechnical work and the road that serves it. Treating them as the same job is the most common way a Malibu budget goes wrong before anything is built.
Decisions get expensive later here
In a jurisdiction where the exterior is reviewed, changing your mind about the exterior after approval is not a small revision. Whole-home projects here reward owners who settle the outward-facing decisions early and keep the interior flexible.
