Settle the outside early
Where a board reviews architectural design, the cheapest order is to resolve exterior-facing choices before detailed drawings rather than after. That inverts the usual instinct to leave appearance until last, and it is the single biggest scheduling difference in this city.
Two approvals, not one
Permits are issued by the City's Building Services Division within Development Services. Separately, if the property sits inside one of the five recognised association areas, that board has architectural design review authority over its area. Both are real and they are not the same conversation.

A good deal of Arcadia's residential stock sits on land with space to spare. Where that holds, the question is setbacks and coverage rather than whether there is anywhere to build at all.
